The State Duma lower house of the Russian parliament on Friday approved the bill dubbed "a dacha amnesty," which sets a simplified procedure for privatizing land plots in private use, as well as houses and structures. In addition, it pushes the deadline for free privatization of municipal housing until March 1, 2010. Head of the house committee on civil, criminal, arbitration and procedural legislation Pavel Krasheninnikov told Itar-Tass that the main principle of changes is the recognition of private property by the state, regardless of the time of issue of ownership documents or the government bodies which granted ownership rights. Krasheninnikov said ownership rights would be recognized even where the relevant documents are missing, just on the strength of extract from the registration book, a standard practice in rural areas since the time of the October revolution. "If the land was given for indefinite use or if it's the property inherited for life, the new documents confirming ownership rights will be issued by all means," Krasheninnikov promised. The bill introduces the application and declarative principle of legalizing structure, while the payment of state registration of land plots will decrease from 500 to 100 roubles. "For facilities that do not belong to private housing construction, it will be sufficient to fill in a declaration, i.e. provide a detailed description of a countryside land plot or garage, and them receive ownership rights without any permits from construction authorities or evaluations by the Bureau of Technical Inventory," the lawmaker explained. The so-called technical passport will be required for registering private houses. It also pushes the deadline for free privatization of municipal housing from 2007 until March 1, 2010. According to Krasheninnikov, some 20 percent of the housing stock remain to be privatized.
