'We must make our country secure against any form of political or military pressure,' Vladimir Putin declared in his state of the federation message Wednesday to the annual convocation of the nation's leadership. He said the major role in this would be played by military modernization. 'Of crucial importance,' the president said, 'is equipping our nuclear arsenal with the most advanced strategic weapons systems. The quality of one's weapons is the key to the readiness of modern armies. One might note,' he added, that 'the basic condition for military reform is transparency in the economy.' Putin also spoke of the social needs of those serving in the military. 'A home-mortgage and savings system is going to be created for them and will make it possible for every soldier to acquire a home, through a mortgage loan, after a period of three years.'
