Russian President Vladimir Putin has signed a decree approving a state programme of assistance to voluntary resettlement to Russia of compatriots living abroad. Putin said at a government meeting in the Kremlin on Monday that one of tasks outlined in his latest state of the nation address to parliament was “bringing order to the migration policy, creating conditions for the return of compatriots to Russia”. The decree says that the adopted state programme “is aimed at pooling the potential of compatriots living abroad with needs of development of Russia’s regions, and adds to the system of measures for stimulation of the birth rate, reduction of mortality and regulation of migration that are aimed at stabilization of the size of Russia’s population”. The programme takes into account that “compatriots who do not wish to lose ties with Russia are in the most degree ready for the rapid integration in society”. “However, migration flows as yet have a random character, which leads to growth of social tension and the spread of ideas of ethnic intolerance,” the document says. The programme offers as a way out of this situation “providing a conscious choice by compatriots of a place of their future residence and work with consideration for the socio-economic situation of Russia’s constituent territories”. The compatriots who wish to resettle in Russia under this programme have the right to claim on a priority basis the permit of residence and Russian citizenship. They also can choose a territory of residence. The programme defines three categories of resettlers making them eligible for higher or lesser degrees of state guarantees and social welfare. Resettlers and members of their families have the right to compensation of travel expenses and of charge for resettlement document registration, and to settlement lump sum allowances. On arrival at new places of residence, the resettlers who stay without wages for six months are eligible for a monthly allowance until getting Russian citizenship. Besides, people returning to settle will get so-called compensation package comprising services of state and municipal pre-school centres, general and vocational education, social, health and employment services. Russia’s regions must develop their individual resettlement programme for the coming compatriots. Putin ordered to governors of regions to send to the federal government by January 1, 2007, regional resettlement programmes for approval. Twelve regions are to come up with their programmes as early as by September 1 of this year. “The goal of the state programme is stimulation and organisation of voluntary resettlement of compatriots to Russia on the basis of increasing the attractiveness of its regions, as well as compensation of natural loss of the population of the country as a whole and of its regions by attracting the resettlers to permanent places of residence in Russia,” the document says. Putin called on the government to handle the programme “very attentively”. “The effectiveness of the work will depend on how it is done”. He promised that he would “systemically and regularly return to what is concretely done” together with the government. The president set up by his decree an inter-departmental commission for the implementation of the programme and appointed its head his aide Viktor Ivanov. The Federal Migration Service will coordinate the resettlement programme.
