The Chisinau court on Tuesday issued an arrest warrant for Igor Velchev, accused of murdering NTV correspondent Ilya Zimin. "The decision to take Velchev into custody for 18 days has been taken on the strength of investigators' materials, received by the Moldovan Prosecutor General's Office from Moscow prosecutors," a court official said. Moldova's First Deputy Prosecutor General Valeriu Gorbulia told Itar-Tass that "in accordance with the Moldovan legislation, Velchev will go on trial in Moldova after his case materials have been received." "The issue of his extradition to Russia is not on," Gorbulia said. The effective Moldovan legislation, in particular, Article 17 of the Constitution, the Criminal Procedural Code and other laws stipulate punishment for Moldovan citizens in their homeland even if they have committed rimes elsewhere. The suspected murderer of the Russian journalist was detained in an abandoned house in the outskirts of the town of Kagula, southern Moldova, on June 23, where he had been hiding for more than three months. Moldovan Interior Minister Gheorghe Papuc told journalists that Velchev had been detained in a special operation. But Alexander Velchev, the suspect's father, told reporters his "son, tired of hiding, has turned himself in to police." During the first questioning, Velchev admitted that Zimin invited him to his apartment overnight to February 26, 2006, where they had drinks, and then a fistfight. Velchev claimed that the row had been caused by "Zimin's persistent and indecent proposals." The body of the NTV journalist was found by his colleagues a day after the murder. Forensic experts said the death had been caused as a result of the inflicted cranial and facial injuries.
