The Russian State Duma lower house of parliament passed a law on Friday to strike the “against all” option off ballot papers for elections of all levels. According to State Duma Speaker Boris Gryzlov, the removal of that item makes it possible “to raise political responsibility of citizens” and gives them an opportunity “to speak in favor of concrete parties instead of the ‘against all’ candidate”. The head of the Duma committee for constitutional legislation and state construction, Vladimir Pligin, for his part, pledged that the removal of that option will not reduce the voter turnout, but will cut election campaign expenses.
