Twenty regions of Russia will implement pilot education projects, and ten – pilot health care projects starting from next year, First Deputy Prime Minister Dmitry Medvedev told President Vladimir Putin on Tuesday. It is necessary “to develop a totally new system of the formation of the educational budget,” Medvedev said. In his opinion, the new system “will drastically change the material status of education and pedagogues.” “We should provide for per capita financing, which has been tested rather successfully in a number of regions, including St. Petersburg and the Tyumen region,” Medvedev said. The second project will change the labor conditions and the entire health care system, he said. All sources of the financing will merge into one, which will provide for a unified standard of medical services and “a clearer system of wages of medical personnel,” he said.
