Over the first six months of the current year a total of 16 million square metres of housing have been put in exploitation in Russia, which is by 9.8 percent more than in the same period last year, Minister of Regional Development Vladimir Yakovlev said on Wednesday at an all-Russian conference devoted to the development of the country's housing and public utilities sphere and implementation of the priority national project “Affordable and Comfortable Housing to Russian Citizens.” According to the minister, certain constituent entities of the Russian Federation, in particular, have displayed an attitude “of sluggishness and disorderliness” towards the Young Family programme. “Within the framework of the programme 61 regions out of 88 will build housing,” Yakovlev said. According to him, “10 regions will not participate in the programme due to the lack of mortgage programmes, breaking the term of submitting applications or due to submitting applications that were signed by unauthorised persons.” Head of the Federal Agency for Construction (Rosstroi) Sergei Kulik said for his part that “there are more and more regions that have surpassed indicators of housing under construction of the period ahead of restructuring.” According to the minister, the country’s Northwest is an exception as “there is no animation there on the construction market so far.” Discussing the problem of the housing and public utilities’ fixed assets depreciation Yakovlev instructed the leadership of Russian regions “to hold within two weeks stock taking of all facilities and calculate funds required for their modernisation.” According to the regional development minister, “Fixed assets in the housing and public utilities sphere are over 70 percent depreciated” despite the fact that some 1.2 trillion roubles are coming to it annually. “Only in 18 regions housing and public utilities enterprises have ceased to be loss-making,” the minister indicated. Touching upon the problem of deceived depositors Yakovlev said the Ministry of Regional Development in September would launch hearings on every region where people had been deceived. The minister promised that in regions where the guilt of specific officials is proven the case materials would be passed to law enforcement agencies.
