Prime Minister Mikhail Fradkov has signed a directive expanding the list of Russian territories with limited access for foreigners, the Cabinet's press service said Wednesday. The list includes an estimated 40 "closed administrative-territorial formations" that are either completely off-limits to foreigners or are strictly controlled. The new document adds to the list several areas in the Leningrad Region, including the islands in the Gulf of Finland (except Hogland Island) and a 20km (12 mile) littoral stretch from the Narva River to the town of Malaya Izhora.
