Boris Yeltsin will arrive in Latvia Tuesday to receive an award
Boris Yeltsin, Russia's first democratically elected president, will arrive in Latvia Tuesday to receive an award, his spokesman said Monday. Protocol Chief Vladimir Shevchenko said Latvia's parliament has decided to award Yeltsin the country's highest honor, the Order of Three Stars first class. Yeltsin will meet with President Vaira Vike-Freiberga, as well as incumbent and former Latvian government officials, and will visit the country's ancient capital, Cesis, which is marking its 800th anniversary this year.
