Director of the Rospotrebnadzor Federal Service for the Protection of Consumer Rights and Human Welfare Gennady Onishchenko said one of the world's largest laboratories for bird flu diagnostics will be set up at the virology and biotechnologies state research center in Novosibirsk before the end of this year. The facility, called the Vector, will be set up in accordance with a World Health Organization program. It will be checking tissue samples for bird flu, delivered from Russia, Eastern Europe and Central Asia, Onishchenko said in Novosibirsk on Monday. Similar research centers operate in Great Britain, Australia, the United States and Japan. Onishchenko, in the course of his visit to this research center in Novosibirsk two months ago, said "federal budget allocations for the Vector will reach 240 million roubles this year." This money will be used to strengthen the material-technical basis of the Vector and purchase diagnostic equipment. "Federal budget outlays for bird flu prevention measures will total 1.2 billion roubles in 2006-2009," Onishchenko said. Onishchenko, who is Russia's chief sanitary officer attended a conference on prevention of infectious diseases in Siberia through vaccination on Monday. Earlier reports said he had ordered to step up flu preventive measures across the country, criticizing last year efforts as insufficient. "The work on preventing the flu and acute respiratory viral infections in a majority of Russian regions was insufficient in the epidemic period of 2005-2006," Onishchenko said in a resolution.
