The long-term program of Ukraine’s Viktor Yanukovich-led Cabinet for 2006-2011 provides for giving Russian the status of a second state language, as follows from a draft of the document the Cabinet is considering on Wednesday. The humanitarian policies section states that the government shall “direct its activities towards the systematic protection of the freedom to choose the language of communication and instruction and recognition of Russian as a second state language.” It also notes “measures to ensure respect for dissent and comprehensive guarantees of the rights of the political opposition.” The foreign economic policy section stipulates more active efforts to form and strengthen a common economic space as a fundamentally important factor for Ukraine’s national interests and national security. The draft says nothing about cooperation with NATO or the European Union.
