Chechen President Alu Alkhanov has signed a decree on setting up an antiterrorist commission in the republic, the president’s press service told ITAR-TASS on Tuesday. The commission has been formed on orders from the Russian president. It comprises 11 members. Its head is the Chechen president, and his deputies are Chechen government chairman Ramzan Kadyrov and the Federal Security Service’s regional directorate chief Sergei Solodovnikov. The commission also includes the commander of North Caucasus troop grouping, Yevgeny Baryaev, Chechen Interior Minister Ruslan Alkhanov, leaders of Chechen parliament and chiefs of security agencies. The commission has the task of working our measures to support the address by National Antiterrorist Committee chief Nikolai Patrushev to members of armed groups in Chechnya, the presidents’ press service said. “Working group of city and district administrations authorised to hold talks with participants of illegal armed units on voluntary surrender play a significant role in the realisation of this address,” it said. One on points of Alkhanov decree is recommendations to the regional FSB, the Interior Ministry and the prosecutor’s office to engage lawyers and representatives of the commission in investigating of circumstances of surrendering people joining armed groups, the press service said.
