A total of 253 members of illegal armed units have voluntarily surrendered to authorities in the North Caucasus after a call by the National Antiterrorist Committee (NAC). Federation Council Vice Speaker Alexander Torshin cited the figure at his meeting with Deputy Prosecutor General in the Southern Federal District Ivan Sidoruk and with Alexander Solzhinitsin, a chief of the investigating team of the Prosecutor General’s Office handing a criminal case on the Beslan terrorist act. Torshin said that “the surrender of arms is going on fairly actively in the region”. Ex-militants turned in a lot of submachine guns and machine guns, 244 land mines and 11 homemade explosive devices. The participants in the meeting discussed the progress of work on a draft law on an amnesty to militants. Torshin said that “as soon as the document comes to the State Duma, it will be examined by the parliament’s lower house” and by the Federation Council’s interim commission on the situation in the North Caucasus with the participation of representatives of the Association of Chechen Public and Culture Groups. Federal Security Service Director Nikolai Patrushev, who head the NAC, came with an initiative of an amnesty to members of illegal armed groups in July, calling for voluntary surrender. Chechnya’s President Alu Alkhanov in turn proposed January 1 as an amnesty deadline.
