"If they've made their choice, choosing the place of their stay in former republics of the Soviet Union, we should resolve a different task -- make sure that they have a decent future where they live, or intend to live, or their children intend to live, and don't encounter the problems restricting their rights or freedom." "As for those wishing to return to Russia, we should provide such a right for them. Our task is to contribute to their having a choice," the president said. The program on the return of compatriots from abroad should be oriented toward concrete regions and their demand for labor resources and skilled specialists. Addressing the Russian parliamentarians, the president urged them "to take an active part in implementing these measures in regions." "The migration legislation should conform to the fundamental international standards," he noted, "while at the same time ensuring precise control over migration flows and contributing to the formation of a civilized labor market."
