Changes to Russia’s migration legislation will be based on a selective migration policy, Minister of Health and Social Development Mikhail Zurabov said. “Selective migration is based on attraction to the country of qualified workforce to all sectors where a shortage of specialists is felt most acutely,” he told reporters on Tuesday. To this end, the need of Russia economy in certain types of labour will be evaluated and an inventory of qualifications made. Zurabov said that the legislative changes would allow setting quotas for migrants from countries with which Russia has a visa-fee and a visa regime. Bilateral talks will be held at the end of this year, at which levels of labour migration and quotas for each country will be determined, he said.
