The minimal turnout requirements may be eliminated in all elections shortly, a high-ranking official said. The head of the State Duma Committee on Constitutional Legislation and State Development, Vladimir Pligin, said no turnout threshold would be set for regional and federal elections. Speaking in a meeting of the State Duma working group on election legislation on Wednesday, Pligin said the practice of early voting would be eliminated. The working group discussed amendments to the law on the main guarantees of electoral rights and the right to participate in referendums and the Civil Procedural Code, both to be debated in the second reading. The group considered about 100 amendments.
