For the first time in Russia’s driving practice a driver has been stripped of a driver’s license for 49 years and his car put under arrest for dodging fines worth 60,500 roubles, a source from the administration of the Kemerovo region told Tass on Thursday. Throughout this year traffic police detained the driver, Artem Belyakov, 55 times for various offenses and administered fines totally worth 60,500 roubles. The driver has paid none of the fines. In October, 2006 the driver was stripped of a driver’s license for 49 years, actually, he was banned to drive a car until 2055. The resolution passed by a magistrate judge was unprecedented in Russia’s judicial practice. Traffic police detained Belyakov several time for drunk driving, dodging alcohol tests and unlicensed driving. Besides, the man never paid the rent in time. Now, bailiffs will charge him around 9,000 roubles he owes for overdue rent and household utilities services. Kemerovo regional Governor Aman Tuleyev has instructed a local administrative department to check whether the fines administered to Belyakov were paid.
