The State Duma on Wednesday abolished the minimal turnout threshold in elections of all levels. The amendment, submitted by Alexander Moskalets of the pro-presidential United Russia party, was passed in the second reading. The lower house of parliament eliminated a provision from election legislation, under which an election was considered invalid if the turnout was less than 20 percent. This provision does not apply to referendums. The Duma also passed an amendment abolishing early voting in federal and regional elections.
