The mother capital size will be annually adjusted to inflation, Russian Health and Social Development Minister Mikhail Zurabov said when speaking in the State Duma on Friday, presenting the conception of the law on additional measures of state support for families having children. If the decision is taken by 2010 to increase the family capital sum to 320,000 roubles, the sum, but not 250,000 as is set in the draft law at present, will be given to each woman who bear second and next children in 2007, 2008 and 2009, Zurabov said. The law envisages that 250,000 roubles are provided beginning 2007 from state funds for a second child in a family. The family capital may be spent on education of children, housing purchasing or added to a mother's pension. Zurabov described the draft law as the cornerstone element of the demographic policy in Russia.
